Deputy Director of Shanghai Municipal Commission of Commerce, Wang Xinpei, Came to Our University to Hold a Lecture

What are the key issues in the innovation of China (Shanghai) FTA system? What sort of opportunities will they bring to our national shipping industry? To explore these hot issues, Shanghai Advanced Institute of International Shipping and China Institute of FTA Supply Chain invited deputy director of Shanghai Municipal Commission of Commerce, Wang Xinpei, to come to our university to interpret China (Shanghai) FTA policies for the students and teachers. President Huang Youfang attended the lecture as well.


Mr. Wang pointed out that the opening of service industry, reform of investment management, innovation of financial service, development of trading function and convenience of supervision were the highlights of the innovation of FTA policies; negative list management mode was the biggest breakthrough compared to the current management mode. He said, negative list foreign-based management mode, the investment management system that embodied justice, openness and transparence, had gradually become the new trend for international investment rules. Currently, negative list management mode for 2014 FTA is being prepared, which will be connected to international laws and will launch projects on Sino-US bilateral treaty.


Mr. Wang also introduced the latest development of China (Shanghai) FTA and elaborated on the transformation of government functions, foreign bank business, free change of RMB, shipping business and so forth in Free Trade Area. He paid close attention to and affirmed our new-established China Institute of FTA Supply Chain.


Mr. Wang Xinpei was once the director of the Department of International E-Commerce of Ministry of Foreign Trade of People’s Republic of China and the news spokesman of Ministry of Commerce of People’s Republic of China and is now the deputy director of Shanghai Municipal Commission of Commerce and deputy director of the general office of Shanghai Pilot Free Trade Zone. His interpretation of FTA policies from expert’s perspective answered people’s questions in that aspect and gave directions to our university in utilizing the period when FTA is still in construction to further enhance the development of shipping subject of our university.
